Chocolate-chip Scones

2 cups flour
1/2 cup light palm sugar
2 tsp baking powder
1 tsp cinnamon
1/2 tsp salt
1/2 cup butter, frozen
1/2 cup heavy cream
1 large egg
1 heaping cup chocolate chips
optional: additional chocolate chips, coarse sugar and confectioners' sugar for sprinkling

Preheat oven to 200 C.
Combine flour, sugar, baking powder, cinnamon, and salt together in a large bowl.
Grate the frozen butter into the flour mixture, mix it with pastry cutter or the tip of your fingers until the mixture resembles coarse meal.
In another bowl whisk the egg and cream together. Drizzle it over the flour mixture then stir everything together until moistened. Stir in chocolate chips, but don't over mix the dough.
With floured hands, shape the dough into a ball. Transfer it to a baking sheet. Flatten the dough into about 20 cm disc and cut into equal wedges with a sharp knife. Sprinkle with additional chocolate chips and coarse sugar. 
Bake until lightly golden and cooked through, about 20-25 minutes. Let cool, then sprinkle lightly with confectioners' sugar to serve.
